In most cases, your water meter is generally located at the front of your property, just inside the boundary and is usually in line with the front garden tap. If this is not the case, you can contact your appropriate water corporation to help you locate it. PLEASE NOTE: Be sure to locate and mark the main water valve before you need it. That way, you will be able to find and close it quickly should a water leak occur.
Unfortunately, a leaking tap cannot usually be fixed just by replacing the jumper valve washer. There is also an Oaring that would need to be replaced and the brass body inside the wall or below the sink that the spindle sits in needs to be machined (re-seated). All working parts need to be cleaned and lubricated and the system needs to be flushed correctly upon completion.
