We usually replace the inlet valve or outlet valve rubber to the cistern or a combination of the two. This is a common maintenance problem that Supaman Plumber & Electrician can sort out and fix for you in no time.
Unfortunately, a leaking tap can't usually be fixed just by replacing the jumper valve washer. There is also an O-ring that would need to be replaced and the brass body inside the wall or below the sink that the spindle sits in needs to be machined (re-seated). For cold water, there will be a shut off valve at the meter, turn the tap clockwise, if the leak is inside the home turn on an external hose tap on so the water runs out side ,also turn power off or gas supply to your hot water heater.
